Maybe i'm not the greatest mouse artist, but imho a folder shouldn't be moved,
when i try to scroll but accidentally didn't hit the scrollbar of the left pane.
Maybe the white space of the pane's entries shouldn't be clickable ?  

Reproducible: Always
Steps to Reproduce:
1.click slightly beside the scrollbar of the left pane
2.drag
3.drop


Actual Results:  
the accidentally dragged folder is correctly moved to the place where i dropped it

Expected Results:  
the folder shouldn't have been dragged in the first place
