@bmo w/ fairly reasonable screen size and font, there are two screens of main
flags, some random junk, two more pages of attachment flags, and then at the
bottom of the page is a link to create an attachment flag.

what you don't see if you're in a hurry and jump to the bottom of the page is a
link to cerate a bug flag, it's burried smack dab in the middle of an
evergrowing list.

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.
