I have View / Show/Hide / Site Navigation Bar / Show only as needed set.
I also use tabs heavily.

When switching between tab panes where the pages do and do not contain meta
information for the site navigation bar, the tab bar gets redrawn *and moved up
or down* as the site navigation bar gets drawn or removed.

User-interface wise, the navigation bar is a property of the page, and should be
drawn below the tab at the top of the pane for the page it represents. This will
prevent the tab bar from jumping around. The tab bar is window navigation, and
should not move within the browser window.

When both tabs and site navigation are present, tabs should take priority and be
permanently higher up. I can't move tabs above per-page site navigation.

(A quick hack would be to apply 'show only as needed' to untabbed windows, and
grey it as an option and display the site navigation bar always if tabs are
present.)
