Empty lines are prefixed with '>' but should remain empty (IMO)

When replying to an email message, empty lines get prefixed by "> ".
When you put your reply between the quoted text, it would be more clear if the
empty lines above and below your reply stayed empty.

1. Select an email message
2. Click Reply
