checksetup asks for too old a Chart package

When doing a clean install on a machine without any of the prerequisites,
checksetup asks for N/NI/NINJAZ/Chart-0.99b.tar.gz specifically.  That version
requires a version of GD with GIF support that no longer exists.

fixed by the checkin on bug 237508.

FWIW, Chart 0.99 will work if you have an old version of GD.  It's pretty tied
to the GD version. :)  If you have a newer GD you need a newer Chart, if you
have our minimum required GD version, then Chart 0.99b works.
