The Customize Toolbar should not be displayed as a separate dialog but instead
as a "sheet" that slides down from the tool bar. Preferenecs on the other hand
is done as a "sheet" but should in fact be a separate dialog window. I will
create another bug for that.

Steps to Reproduce:
1. Choose Customize... from the View->Toolbars menu.

Actual Results:  
Customize Toolbar is presented as a dialog which most likely obscures the
toolbar you are trying to customize.

Expected Results:  
Customize Toolbar should be presented as a "sheet" that slides down from the
tool bar.

Personally I hate sheets.  I'd wait until Firefox does the heavy lifting to solve this problem, which I'm not sure is that huge.
I think this bug has outlived the usefulness it never really had. If as it seems bug 206649 is about doing a widget-level clone of the native Mac customization window (which is not a sheet, because sheets come out of the titlebar and cover the toolbar), then it's in the wrong place, and it should be in Widget: Cocoa and this should be a duplicate of it. If it's about doing an app-level imitation, Mano did that for Fx in bug 350129 and I cloned it for us in bug 394873, and the things that aren't yet imitated (animated opening, different wording of the heading, drag the default set rather than a button to replace everything, disable the window content under the widget) should be filed as separate bugs if anyone's actually interested in them.

Since our wording is more accurate than Apple's, which only talks about dragging on, not off, the toolbars, and dragging the default set is strange and terrible UI, and even Apple seems uninterested in the animation, having toned it down quite a bit for 10.5, I'll be a bit surprised if anyone's really interested in either filing or fixing those things - I don't remember having seen any of them filed for Firefox, either.
