I've got the bug_email in Bugzilla Version 2.17.6 to add to a bug via email, but
it does not seem to generate the outbound email notications to the CC list of
the bug. There are no apparent errors.

Sorry, I don't think the move is correct. It doesn't look like bug_email.pl
calls the bugzilla_email_append.pl at all. They look like different programs.

Yes, they are different programs, but bug_email.pl doesn't add to bugs,
bugzilla_email_append.pl does.  If your description of what was happening is
correct, then you named the wrong file.

If you're really talking about bug_email.pl, then your description of the
symptoms is not correct, and you need to explain some more of what you're hitting.

Sorry again, I did not follow through the .procmailrc files to determine the
program being executed correctly.

You are correct, the bugzilla_email_append.pl looks like it should be the one
called for a reply to an existing bug email.
