239596 - File/Move message: "File Here" interferes with the F access key

If you are using keyboard pneumonics to file/move messages (ALT m, m, etc.) if a
 folder contains multiple mailboxes, there is a "File Here" at the top of the
list.  However, using our UW IMAP, you can't have messages in a
folders/directories -- messages have to be in mailboxes.  Thus the "File Here"
is grayed out (as it should be), BUT..., the pneumonic (keyboard f) still works,
meaning that you can't use 'f' to get to a mailbox or folder that actually
starts with the letter f.

Reproducible: Always
Steps to Reproduce:
1. Use the KEYBOARD pnuemonics to access the Menu (Message, Move...) to
file/move message(s).

2. Do the file/move into a folder/directory structure that contains multiple
folders, etc.  This is down in #shared.

3. Enter a folder that contains mailboxes: "alice", "fred", "joe". However, note
at the top of the list is "File Here".  However, "File Here" is grayed out
because you can't (UW IMAP) file messages in a folder -- they have to be in a
mailbox.

4. Type a keyboard 'f' to get your focus on "fred".
Actual Results:  
Instead of the focus going to "fred", the focus goes to "File Here", even though
"File Here" is not a legal option and "File Here" is grayed out.

Expected Results:  
Focus should go to mailbox "fred".

This bug is not specific to IMAP accounts, it also applies to POP.

Obvious workaround is to use arrow keys to navigate the menu, rather than 
relying on mnemonics.

Hi Mike,

The "use the arrow keys" workaround is affected by Bug #239593 and Bug #239595
and Bug #234085 all of which limit productivity.

Between those three bugs and this bug, there is no single good workaround or
alternative that does not have its problems or frustrations.

I recognize that nothing "major" is "broken", however, IMHO it is all about
productivity -- especially when I think Mozilla to be the Outlook-Killer.

It seems that all menu items in Mozilla that are grayed out are still bound to
an accelerator key.  Is there an existing bug that corresponds to this (probably
broken) behaviour?

I am the original poster.  I have upgraded from 1.6 to 1.7.2.

The problem remains.
