Under Tools > Options > Downloads Tab > File Types, after highlighting any file
type, then scrolling down, or up, the "Change Action" window pops up asking to
edit the options of the particular that was highlighted.

Reproducible: Always
Steps to Reproduce:
1.Click Tools > Options > Downloads Tab > under "File Type" section
2.Highlight any File Type
3.Then Scroll Up or Down,  The "Change Action" Window pops up.

Actual Results:  
The "Change Action" Window pops up even when I dont click on that button.

Expected Results:  
Firefox should have let me scrolled down or up, without bringing the "Change
Action" window up

Today is the first day I installed Firefox 0.8 and with all of the default
settings, with a typical installation.
