When viewing some windows (e.x. Message>Create Filter From Message) on 800x600 res. screen, the window is cut off.

Some of the window is cut off, and you cannot see the rest of it.
Reproducible: Always
Steps to Reproduce:
1. Make sure you are in 800x600 screen resolution
2. Open a message.
3. Click the Message Menu, then click "Create Filter from Message"
4. The window is too big.
Actual Results:
Nothing... the window is just too big
Expected Results:
The window should be smaller.
Default theme.

Which version of TB was this problem seen with?
I have a version of TB 0.7 (0616) installed on a Win98 system running with
normal fonts at 1024x768, and the Filter Rules window that opens (in a new
profile) via Create Filter from Message is a little under 640x480. It's also
resizeable.
Reporter, does this bug continue to be a problem? Are there any other windows
you've noticed that appear to large?
