Maybe I'm not typical, but 99% of the time I paste something into an email
message, the behavior I want is "paste without formatting" and the font changes
that come with current default behavior when to pasting from a web page or word
doc are a huge annoyance. I realize some may prefer that behavior, so I won't
recommend what the default behavior should be, but I'd just like to be able to
change it.

You've misunderstood my request. I realize there are menu items for several
paste behaviors including the without formatting one that I want. I want to
configure which of these is the *default* paste behavior, in other words when I
click Ctrl-V . This Ctrl-V a very common action, used across all apps, and to
have that do what the user wants rather than have them be forced to go through a
menu, would be very valueable.
