No dashes appear above signature file when replying, but they do appear when comppsing

When you "compose" a new email, a row with two dashes appears above your
signature file. However, when you "reply" to a message, and you have specified
that you want your reply to appear ABOVE the original email, the signature file
does NOT have the row with two dashes above it.
Reproducible: Always
Steps to Reproduce:
1. Create a signature file for yourself and specify that it should be used when
composing emails.
2. Set your "Composition & Addressing" preferences to "compose in HTML format"
and "Automatically quote the original message when replying" and "start my reply
above the quoted text"
2. Compose a new email - note that the signature file is preceded by a line with
two dashes
3. Reply to an email - note that the signature file is NOT preceded by a line
with two dashes
If this bug is a duplicate of another bug, I couldn't find it using the search
terms "signature file dashes reply compose". In good faith I have tried to fill
out a useful bug report which I believe is NOT a duplicate of any existing bugs.
It is not my intention to **** off some mean-spirited, short-tempered Mozilla
developer. I am not eager to get bitched at, belitted or abused for trying to
contribute some feedback, I'm just trying to be helpful.
