The View->Toolbars->Customize dialog is unresizable and starts at the wrong size
for users with large fonts. This causes problems because some of the widgets
there are inaccessible.

Reproducible: Always
Steps to Reproduce:
Enlarge font size.
View->Toolbars->Customize.
Observe.
