Home page is not loaded when creating a new window.

Reproducible: Always
Steps to Reproduce:
1. Open a new window with File | New Windows or with the new window toolbar menu

Actual Results:  
The newly created window is blank page.

Expected Results:  
It should load the home page.

Seems like the submitter of the bug 187573 wants displaying the same page  he
have in an existing window on a new window, and what it relates to this bug?

To clarify it, I had used tinderbox build for this report and set my preference
in Home Page location with some URL, not blank. Then opening a new window shows
blank. In fact branch builds show Home Page set in the preference correctly in a
newly created page, and I only like to see the same behaviour in the tinderbox
build. Is it intended behaviour in the rv:1.8a?

In Mozilla the behaviour when opening a new window is controled by the preference 
browser.windows.loadOnNewWindow (there is also UI for this).
Firefox doesn't seem to have this preference, so probably the action is
hardcoded somewhere. From the initial report it seems that somebody changed that.
