closing a tab brings newest tab, rather than previously visited tab, to foreground

i find that Mozilla does not seem to be bringing a tab to the foreground, based
on the "z-order"; ie closing a tab brings the newest (last spawned) tab, rather
than the one that was last visited.

suppose i opened three tabs A, B and C (in that order) so that C is the newest
tab,  B second-newest, etc. now i bring tab-A to the foreground and then tab-B
to the foreground. now i hit the close-tab button to close tab-B, i find that
tab-C comes to the foreground, rather than (as i would've expected) tab-A, being
the tab i had visited before tab-B (which was closed).


Reproducible: Always
Steps to Reproduce:
1. open three tabs -- A, B and C -- in that order
2. bring tab-A to the foreground
3. bring tab-B to the foreground
4. close tab-B

Actual Results:  
i find that tab-C comes to the foreground

Expected Results:  
tab-A should've come to the foreground, because i had visited tab-A before tab-B.
This has been previously determined to be a WONTFIX issue.
