There should be a way to focuse on the caption of a page to support accessibility.

Steps to Reproduce:
Navigate to our html testing page.
 For convinent ,open the file in the attachment.

Actual Results:  
No methed to focuse on this page's caption:"HTML Testing Page" directly.

Expected Results:  
There should be a methed to focuse on the caption directly.
Blocks: caretnav
CAPTION is only for Table, we do not have CAPTION define for html page.
We should have a way to read out the html page title, but not to focus it.
