A bi-directional problem for the table navigation.

Reproducible: Always
Steps to Reproduce:
1. Navigate to our html testing page.(see the attachment)
2. Find the "table test cases" area.
3. Navigate to "Row4 Column1" of the first table.
4. Press down key.  --- the cursor go to the outside of the table.
5. Press up key ----- the cursor will go to "Column1" button.

Actual Results:  
Not bi-directional.

Expected Results:  
Bi-directional.
