WFM, current trunk, Linux. It's a flash menu. Do you have the flash plugin installed?
I can also see it diappear if the window is too small vertically (FireFOx 20040423, Win2k and Mozilla 1.7rc1). The top fram resizes, but the bottom does, so obliterates part of the top frame.
