241598 - When text zoom is set to a value less than 6%, it starts malfunctioning

When we set the text zoom to a value between 1 % and 5 % , the feature
malfunctions and shows unpredictable text size for differents parts of the page.

Reproducible: Always
Steps to Reproduce:
1.Goto View -> Text Zoom
2.Select the "Other" option
3.Set the value to 1,2,3,4 or 5
4.Press enter
5.Can be done with any webpage
Actual Results:  
For text zoom 3%,4%,and 5% text in different parts of the page was displayed in
different sizes. When 1% and 2% was choosen, the text size was shown as around
when the text size is set to 15%

Expected Results:  
It should have shown the size of the text consistently throuhout the webpage and
also 1% zoom should look smaller than 6% zoom or 7% zoom
