Details
if you look on the bottom of the page you can see that the elements at the bottom are not centered in the window, they are off to the left. Viewing this in Netscape 4.7 and IE5 works.

The problem table is missing a quotation mark: <TABLE width="100% cellspacing="0" cellpadding="0" border="0">

They have now fixed the problem (a grep for "100% " in the source produces no matches) so this can't be reproduced, as the original page wasn't saved by the submitter of the bug. Seeing as it was based on incorrect HTML anyway, I'm resolving this as INVALID. Gerv
