There is no option for canceling the downloads which have started automatically
after cancelling them.

Reproducible: Always
Steps to Reproduce:
1. Start a download by clicking on a link, say
http://download.com.com/redir?pid=855497&merid=50536&mfgid=50536&edId=3&siteId=4&oId=3002-20-855497&ontId=20&ltype=dl_dlnow&lop=link&destUrl=ftp%3A%2F%2Fftp.sunsite.org.uk%2FMirrors%2Fftp.gamesdomain.co.uk%2Fpub%2Fshareware%2Farcade%2Fdoom95.zip
and save it in a directory.
2. Before the above download finishes, again click on the same link and save it
another directory.
>> The above downloads will start going up and down in their download status
until one of them is completed.
4. Cancel one of the downloads.
>> The download will automatically restart itself (it will not be cancelled)
5. Try to cancel that download again.

Actual Results:  
There is no option for cancelling that download again.

Expected Results:  
The shoftware should not allow the downloads to restart themselves and always
allow an option (failsafe) to cancel a download.
