if "display emoticons as graphics" is selected, emoticons are not drawn (not
even the text)

Expected Results:  
draw appropriate emoticons

using "venerable modern" theme.
however, this should not be affected by the theme

After the fix for bug 84950 on the 10th, theme authors can also theme emoticons.
You must use a theme with support for emoticons in order to display them. If "no
emoticon here" is set to display as text..then.. the result is as expected, I
would think. Please reopen if you see the bug also with the default themes.
