Filter UI: Newly created filter rule sometimes not all visible

Resize the filter rules dialog vertically so is doesn't display
and integral number of rules, i.e., the bottom rule is only
partially displayed. Click "More" to get a new rule. Sometimes
the rule list is moved up so the new one is completely displayed,
but sometimes not and you have to verically scroll so you can
enter the new rule. Seems easiest to recreate if you click "More"
twice in a row -- the second rule is almost always obscured.
Reproducible: Always
Steps to Reproduce:
1. Enter the filter rules dialog
2. Resize the box vertically so last rule partially displayed
3. Click More to create new rule.
4. Click More again to create another new rule.
Actual Results:
New rule is only partically visible.
Expected Results:
New rule should be all visible -- the contents should be autoscrolled to make
the newly created box all visible for editing.
Of course if the box was so small that all the newly created rules couldn't be
visible, you're out of luck, but in the common case the newly created rule
should be completely visible.

The redesign of the filter rules dialog has fixed this problem.
Fixed in Thunderbird 1.5b1.
