I would like to be able to create different shortcuts on my desktop with command
line parameters to override the value in the home page->location setting.

This would allow me to fire up the browser and open a bookmark page or bookmark
group with much more flexibility and control and to open pages or groups of
pages automatically by calling the shortcut from other applications and the task
scheduler. 

For instance the "news websites" bookmark group could fire up when the PC boots
first thing in the morning, the "business links" could fire shortly after 9am to
catch up on work related sites, and the links for the various channels would
fire up at about 6pm to see what's on TV tonight etc. The current functionality
simply checks for updates, rather than always opening the pages.

This sounds like extension fodder. The Session Manager extension which can save and restore sessions might be something that fits the requirements.
