I had used Netscape Communicator 4.76 to manage a Netscape Messaging Server 3.6. I recently switched to using Mozilla 1.6, and then 1.7b and now 1.7rc1; and encounter the same problem on all three. For some reason, the Solaris builds from the website is causing this problem. This problem does not appear while using Mozilla 1.6/1.7b/1.7rc1 on a Windows system.
Summary line not entirely accurate. Testing indicates that relocation by mail filtering is not an issue. The symptom exists simply by sending an e-mail message with a body type of test/html.
