Both "mail.check_all_imap_folders_for_new" and "Check this folder for new
messages" option do not work at startup.


Reproducible: Always
Steps to Reproduce:
1. Enable "Check for new messages at startup" option in the Account Settings.
2. Set "mail.check_all_imap_folders_for_new" true or enable "Check this folder
for new messages" of a certain folder's property.
3. Restart Mozilla Mail and Newsgroups.

Actual Results:  
Folders other than INBOX are not checked at startup.

Expected Results:  
"mail.check_all_imap_folders_for_new" and "Check this folder for new messages"
options to work properly even at startup.
