It now only opens I.E. (and Avant) and add to the context menu the ability to create a .url (internet shortcut )that is sent to the desktop like I.E. Reproducible: Always Steps to Reproduce: 1. 2. 3.

loading .url files is bug 69114 creating .url files from context menu seems to be new... to gui features, although this may be wontfix. JW, please only report one issue per bug report in the future...

The second request has not. In I.E. you can place a shortcut to the URl as a .url extension file to the desktop. This would be great to be included in Mozilla as well. It could go under File>Send Link> then have 2 options, 1 Email Message (or) 2 Desktop Shortcut Thanks

Creating shortcuts is the window manager's task (by right-clicking the desktop). I suggest WONTFIX or even INVALID.

If you drag a link, bookmark, proxy icon etc. to the desktop this should create a shortcut to the location in question. As far as I know the shortcut always opens the default browser, whichever that is. It may be that previous versions did not set themselves as default in the way that Internet shortcuts expected.
