junk mail controls stopped working when an account was deleted

I had two accounts. Originally, junk mail was set up on the first. That was
deleted. When I tried to set up junk mail controls on the second, it would not
let me make changes (they disappeared with the dialog.) I "fixed" this by
manually creating a directory with the proper name in the Mail directory so that
it could save the settings. Clearly, there is a problem with the hierarchy of
where information is stored. Junk mail info should be stored above a particular
account, or, if specific, that should be an option.

Steps to Reproduce:
1. Create an account
2. Enable junk mail controls, with a junk folder in the account
3. Create another account
4. Delete the first account
5. Try to do anything with junk mail on the second account.
Actual Results:
Junk mail controls cease to work, and there is no way to re-enable them from
within mozilla
Expected Results:
All the training, all the controls, should continue to work. Junk is junk, it's
not specific to an account.

I have what may be a similar problem with Mozilla ver. 1.7. Have 2 email
accounts. Both are set up
1, to enable junk mail controls
2. move automatically identified junk mail automatically to junk mail follder
on that account
3. move mail manually identified as junk automatically to junk mail folder.
Junk mail filter works fine for a while and then it stops moving junk mail
automatically to junk mail folder and stops moving identified junk mail to the
junk mail folder though it continuies to identify mail as junk.
When go to junk mail control, the move to junk mail follder on account XXXX is
blank. When I use the drop down menu to identify account for junk mail folder
it appears with blue background. If I clink on enable/disable junk mail
controls it will be with white background. When I close window and then reopen,
the move junk mail to menu item is again blank.
