Horizontal scrollbar is drawn incorrectly when GtkRange::stepper-size style
property is set and > 11-15 in gtkrc file. I mentioned this bug in pixmap and
crux theme engines, others have not been tested. At the same time all gnome
windows with horizontal scrollbars look properly.

Steps to Reproduce:
1. set "GtkRange::stepper-size = 15" in any gtkrc file
2. reapply the theme with gnome-theme-manager
3. run mozilla and resize the window to see the horizontal scrollbar

Actual Results:  
Horiz. Scrollbar was drawn incorrectly and became wider vertically.

Expected Results:  
Horiz. Scrollbar slider width must not be changed but stpper size should be 15 pxs.
