When using the Image Manager, the focus is initially set to the Close button.
Unfortunately the focus never really leaves the Close button as the user
interacts with the Image Manager leading to unexpected and undesireable results.
The user can tab through the different elements and they appear to gain focus
but the focus is always attached to the Close button. Hitting 'return' always
closes the window. If another button is active, the Image Manager will perform
that function and immediately exit. However the user is left unsure if anything
was done as all they see is that the Image Manager has closed.
Reproducible: Always
Steps to Reproduce:
1. Select Tools > Image Manager > Manage Image Permissions
2. Type a site address in text field.
3a. Hit return, expecting to add site to block list.
3b. alternatively, Hit Tab then return.
Actual Results:
4a. Image manager closes
4b. Image Manager adds site to list and closes
Expected Results:
That one could open the Image Manager, type in an address, hit return and the
site would be added to the list and the Image Manager did NOT close.

I also noticed this happens in the cookie manager.
