This is too ambiguous for a bug report, we need more details to even begin to
figure this out.

Do you have the 'sendmailnow' param turned on?  Otherwise Bugzilla will tell
Sendmail to queue the mail instead of sending it immediately, and it will get
sent the next time Sendmail processes the queue (on most systems that's anywhere
from 15 minutes to an hour)

I strongly suspect if the mail is reaching the recipients at all, and the above
isn't the problem, that the problem lies in your mail server and not in Bugzilla
