24488 - Lots of errors while customizing a panel

Overview description:
When I try to customize a panel, the panel's window shows up, but Mozilla
becomes unresponsive (windows don't get redrawn) and generates the following
error ad libitum:

nsLayoutHistoryState::GetState, ERROR getting History state for the key

Steps to reproduce:
1) launch mozilla and press the "customize..." button on the top of the sidebar
2) select for example "MozillaZine" and press "Add". MozillaZine is added
 to the right list. (Other panels are affected by this problem.)
3) press the "Customize Panel" button. A window pops up, which contains the
 word "Welcome", a white background, and an horizontal scrollbar at the
 bottom. Then the endless stream of errors starts.

Expected results:
No errors. MozillaZine's customization panel should show up, if available.

Platform:
Build ID= 2000011908, on Linux (RH 6.0, kernel 2.3.37)

I don't get an endless loop, but I do get 50 or 50 of the error messages, and
the mozillazine customization screen shows up

Oops, that's correct. After waiting about 100 seconds (I'm on a P-133)
and getting around 500 error messages, a customization screen indeed
shows up.
I corrected the Summary line.

Maybe Netcenter updated their content. This worksforme with a debug build from
this morning.

Okay, marking verified. the pages still load slow, but that happens in the main 
browser window also so not sidebar specific
