Could something like that be coded into Thunderbird? For example you can filter on outgoing messages. It would greatly increase the power of Thunderbird. Filter outgoing messages is covered by bug 11039. There is also a general bug for filter improvements, bug 66425. Please be more specific about other features that you want to be implemented, otherwise this bug will be of no use to anybody.
Too vague. Parts of this are already covered by several existing ENH bugs.
