When I set the Character Encoding via View -> Character Encoding option in the menubar, it reloads all frames and the document with selected encoding. It is not able to set the encoding of the frame or the document independently. I'd suggest adding the contextmenu for frames to set Character Encoding (like IE), which is the most intuitive way to do such work as far as I know. Besides, the View -> Character Encoding option in the menubar should set the encoding of the document only since the encoding of the document may not be the same as that of frames.
