Even if you choose not to install icons in the Start menu, the installer creates
an empty Mozilla Firefox folder.

Reproducible: Always
Steps to Reproduce:
1. Install with a custom install
2. Deselect option to install icons in Start menu


Actual Results:  
An empty Mozilla Firefox folder was placed in the Start menu.

Expected Results:  
No folder should be installed if no icons are being installed.

Using the new options to control where icons are installed did not work as expected.

Steps to Reproduce:
1. Do a custom install
2. Choose options to install icons on the desktop and in the Start menu.
Actual Results:  
No icon was placed on the desktop.  A Mozilla Firefox folder was put in the
Start menu, but with no icons in it.

Expected Results:  
Icons on the desktop and Start menu.
