Whenever a NEW bug is raised, or when a bug is reassigned, a specific user 
which exist in the Bugzilla user list is always in the CC list and email is 
send to them. No configuration is make to do this, how to overcome this 
scenerio?

Reproducible: Always
Steps to Reproduce:
1.Create a NEW bug
2.Assigned to component owner
3.submit bug

Actual Results:  
Email is send to component owner and cc to a specific person in the bugzilla 
user list.

Expected Results:  
The specific user should not be in the cc list always.

The bugzilla i installed is Version 2.17.4

do you have qa contacts enabled?

is that user configured to watch people (especially assignees/qa contacts)?

I have an account at bugzilla.mozilla.org that watches most assignees and qa 
contacts so i get mail for most bugs.

for completeness, what version of perl and what os are you running?

Yes, the specific user has enable the 'Users to watch'.

It just happen that my collegue's bug is always CC to our company director. So 
i guess it is my director who wants to monitor his bug? Am i right?

Sorry about the query as i am quite new to bugzilla.
Bugzilla is incapable of doing what you describe by default.  Someone probably
modified your install locally to do that.  The question is asked pretty
frequently on the newsgroup how to accomplish auto-CCing someone on every bug,
so there's instructions floating around for what code to modify to make it
happen.  Are you the Bugzilla admin?  If you're the sysadmin for that machine,
the relevant code would probably be in post_bug.cgi or in processmail or
Bugzilla/BugMail.pm.  Try searching the code for that person's email address.

I'll take that as a "yes, that's what happened, and I found it".  Fixing the
resolution though, we didn't actually fix anything in Bugzilla's code (just to
make sure it doesn't get listed in the release notes on accident).
