245644 - Junk Mail Filter does not "train"

Earlier versions of the junk filter really worked fine and sent repeated junk to
the junk folder.

The 20040528 version, however, simply sends everything to the Junk folder no
matter how many times I try to "train" it.  I have tried unselecting incorrectly
labled Junk using the "Not Junk" button as well as unselecting it in the toolbar
at the top.  Neither one "sticks."

Needs a fix - useless as it is.

Steps to Reproduce:
1.Mail shows up
2.All mail goes to "Junk" Folder
3.Unselecting "junk" status does not modify future behavior

Actual Results:  
Incorrect identification of everything as Junk

Expected Results:  
Correct identification as a result of training

Confirming on 1.8a1 Linux i686. Junk filter has degraded, starts to waste
mails that have been correctly flagged as non-junk a long time before and does
not really react on training attempts. This should have keyword 'regression'.
