Using jan20 morning m13 builds

This is a side issue discovered relating to bug #22450 (verified awhile ago).

When you migrate a (POP) profile that has a username such as olive@foobar.foo,
you can't see the Copies&Folders panel in the account settings. 

1.   Open a POP account in 4.x.
2.   Edit|Prefs|Mail&Newsgroups|Mail Servers.
     Select POP mail server in the list and click Edit.
     In the server info, edit the User Name field to add @foobar.foo to the end
of the username, so it reads <username>@foobar.foo 
     Confirm OK out of prefs.
     Note:  Sent,Drafts & Templates folders are set to 4.x default on local
mail.
3.   Migrate the profile to 5.0, go to mail.
4.   Edit|Account Setup.
     Click on the account settings main panel -- you can see all information in
that panel.
     Click on the server panel -- you can see all information in that panel.
     Click on the Copies and Folders panel -- nothing happens, panel is not
displayed.

Result:  Can't open Copies and Folders panel in account setup dialog.

I see the fix.  I'm migrating the fcc pref to 

"mailbox://sspitzer@netscape.com@tintin/Sent"

and it should be

"mailbox://sspitzer%40netscape.com@tintin/Sent"

working on the fix now.

if you migrate from 4.x to 5.0 with a username like cheese@foobar.com, your
copies and folder prefs will migrate correctly.

is "abc@123" a legal imap userid?

if so, I have to fix it so migration for that username will work.

I'm going to try to create that userid on sspitzer.mcom.com and see what breaks.
"abc@123" is a legal userid for both IMAP and POP.
