I tried to reply to a mail (I will attach it to this bug) and the HTML composer
was opened, although I disabled 'Compose messages in HTML-format'. The message
itself does not contain any HTML.

It works with other mails.

Reproducible: Always
Steps to Reproduce:
1.Receive the mail I will attach
2.Disable 'Compose messages in HTML-format' in preferences
3.Reply to this mail

Actual Results:
HTML-editor opened

Expected Results:
Textmode-editor opened
I replaced the mail-accounts mentioned in the mail by 'xxx' to protect privacy.
I'm getting this same behavior with Thunderbird 0.7.3 on Linux. It's quite
annoying. If you want another example of a message that can fire this behavior I
can a few here.
Maybe this is important: the message's charset is ISO-8859-1 while my charset is
set to ISO-8859-15

I cannot reproduce this problem, using Moz 1.7.2, Moz 1.8a3-0824, TB 0.7,
all under Windows 2000.

Are you using multiple identities? If the original To: address was to some
identity other than the one you've configured for plain-text composition, then
replying to that message will (or is supposed to -- bug 254209) use the settings
for that other identity. There is currently no UI for tweaking these individual
settings at the identity level (ref bug 235762), but you can get to the
preference via about:config, searching for "compose_html".
Yeah, changing the "compose_html" for the other identities fixed it for me. Is
there a way to open "about:config" in Thunderbird, or is editing the prefs.js
file the only choice?
I can confirm this by trying to reply to any bugzilla mail with TB version 0.8
(20040908) under windows. I also have multiple identities for that account.

Bug 262300 has been fixed. This means that each identity can be individually
edited for all the identity-specific settings -- that is, the Copies&Folders and
Composition&Addressing pages of the account settings, as well as the name,
address, organization, etc. fields. This fix is available now in nightly
builds.
