Details

If downloading a file, no new windows are allowed to be opened.

Open mozilla, and start downloading a file. I found this at mozillazine while
downloading the nightly build.

Expected Behavior:
While the ftp session is working, I should still be able to browse with the
original browser window and should be able to spawn new windows from the
File/New Navigator Window option.

Actual Behavior:
I can still browse in the original window but cannot create any new windows. If
I choose File/New Navigator Window, nothing seems to happen. But as soon as the
ftp session is finished and the ftp window dismissed, the windows I tried to
open before will appear. This also happens if I try to right-click and Open link
in New Window.

This problem has been reported before, exactly as stated here; I'll try to find 
the earlier bug.
I can't see it searching for "FTP", so I'll add my comments here.

In 2000012609, just attempting to type in a URL while downloading from FTP 
freezes Mozilla solid.
Confirmed lockup after doing anything at all once file save begins, 
using 2000-01-25-17-M14 on WinNT; this is very annoying, and worse than
originally reported, in an M14 build, at least.

This smells like a regression. Passing to "Networking" hoping that you 
have an idea where this problem is coming from. Can't find the original bug
I was thinking I was remembering.
