246432 - Migration UI not always shown

Steps to reproduce

1) Clean system, no Mozilla or Firefox profiles. 
2) Install Seamonkey and run it, setting itself as default browser etc. This
process creates a "Mozilla" dir in AppData with "Profiles" as a child
3) Download and Install Firefox, run it
4) Migration UI appears, pick something, run Firefox and then quit
5) Delete Firefox dir under AppData\Mozilla
6) Start Firefox

Expected Results:
- No Firefox profiles found so Migration UI appears

Actual Results
- Firefox creates a default profile.

When the profile of Mozilla exists by Windows and Mac, there are the following
differences.
This is bad.
It hopes to carry out the same operation on all platforms.

In the case of Mac:
  A Migration wizard is displayed when it starts for the first time.
  (The profile of Firefox/Phoenix does not exist.)
  And Migration from Firefox/Phoenix and Mozilla appears on the screen of a
wizard's beginning.
  Of course, when Firefox was chosen, it hung-up.

In the case of Windows:
  A Migration wizard is not displayed when it starts for the first time.
  (The profile of Firefox/Phoenix does not exist.)
  A Migration wizard will be displayed if "Inport..." is chosen from a file menu.
  And only Migration from Mozilla and IE was able to be chosen on the screen of
a Migration wizard's beginning.
  (The choice of Firefox/Phoenix does not appear on a Migration screen.)

Migration has been recently rewritten in great part, I couldn't reproduce this bug even if clearly some of the steps are outdated and I had to act differently, though so far I'd say it's WFM.
