When I move mouse pointer over TOC in HTML 4.0 spec, each entry is highlighted,
because there is A:hover { background: #FFA } in style sheet
(http://www.w3.org/StyleSheets/TR/W3C-REC), that's OK. But when I open local
popup menu with mouse right click and I do not release the mouse button and move
to other menu items, the highlighed area in HTML document is moving too!
If I click to open the menu, then release button and then move, the highlighted
entry in document stays on correct place.

Build ID: 2000011908, Linux glibc 2.1, XFree 3.9.17.

Fixing summary, works after submit.

I verified this behavior. In fact it is even worse because as the mouse is moved 
over the menu the menuitems are not highlighting (though the links in the HTML 
document are!). Essentially, until the mouse button is lifted the menu does not 
update visually, and to the point of the originally reported bug, the document 
continues to get the mouse movement events rather than the menu getting them. I 
think this is a problem with the context-menus, not with the style system.
It's certainly related to bug 12521.

Pink has a bug on this already.  I personally don't think this is a big deal.

this is a dupe of both 24175 and one i sent off to german for our expected 
behavior (20016).
