246690 - options dialog crashes browser when opened twice without closing

Normally this would be difficult to do. However, when you click on a URL inside
the options dialog, the dialog moves to the background, giving the user access
to the Tools menu again. 

When the user clicks on the options item in the tools menu with the option menu
in the background, the browser crashes.

Reproducible: Always
Steps to Reproduce:
1. Install at least one extension with a url in the lower box.
2. Open the options dialog from the tools menu.
3. In the extensions panel, click on a url link in the description.
4. Open the options dialog again from the tools menu.

Actual Results:  
Browser crashes.

Expected Results:  
Return option dialog to the front. Optionally, close the dialog when clicking on
the link to avoid the situation.

After trying to create an attachment of the error output, I realized that it is
not happening every time. However, it never acts as expected -- meaning it never
brings the option dialog up. I also realized that when clicking on the link, a
new window is opening. 

So to summarize better: when the options dialog is open in one window, it will
not respond to the menu item from another window. And sometimes this causes a crash.

filter on "beltznerLovesGoats" to get rid of this mass change
