Details

We need the account manager datasource to return different information in the
account manager for accounts that have a null identity, such as the Local
Folders account.

Tweaks that I can think of right now:
1) Along the #Settings arc, we should not return any children
2) on the PageTag arc for such an account, we should return the filename for the
specially created pane for this type of account

Verified Fixed. Local Folders now has no identity. If Local Folders is selected 
when creating a new message then the default account is prefilled in the From: 
field. It's been working this way for awhile.
