"open in new tab" opens new tab *behind* current tab

When clicking on a link and selecting "open in new tab" results in a new tab
being opened, but behind the current page, not on top of the current page as is
the case in Netscape 7.1/Mozilla (for Linux). The example URL click on any link
there and select "open in new tab" and you will see that the tab that is created
is not open by default.
Reproducible: Always
Steps to Reproduce:
1.Go to any url with links on it
2.Select a link, right-click and choose "open in new tab"
3.new tab will not be the "active" tab
Actual Results:
"New" tab was not the active tab
Expected Results:
New tab should have been the "active" window.

Tools->Options->Advanced->Browsing->select new tab opened from links [V]
solves that.
