I want to instal themes from local drive where I previously downloaded them.

Reproducible: Always
Steps to Reproduce:
1.go to Tools -> Themes
2.try to install any theme located elsewhere except update.mozilla.org
3.

Actual Results:  
Themes are only avaiable from the webpage update.mozilla.org

Expected Results:  
Should have an option to install themes from other location.
Example 1:

There should be 2 options in Theme window:
1, get more themes from internet
2, install theme from local drive

(the second option would open the usual file selection dialogue that allows user
to browse his filesystem and point some theme file)

Example 2:
There should be the text "get new themes from" and below should be an selection
bar with predefined content of "update.mozilla.org" or "local drive" and button
"go", and if user decides to use "update.mozilla.org" it'll act as before, but
if the user selects "local drive", it will open the usual file locate dialogue
where the user will browse his filesystem and point some theme file.

It's annoying to be not able to install otherwise than from official website.
If there's already a way to install themes from local drive, it's quite hidden
for ordinary user. Things must be straight and simple tasks must be simple to
perform!
