Details

In the PRIVACY section, all entries have a YELLOW background + black border
screenshot at http://bugzilla.mozilla.org/attachment.cgi?id=150946&action=view

In the ADVANCED section, all entries have a white background + no border
screenshot at http://bugzilla.mozilla.org/attachment.cgi?id=150947&action=view
and i'm aware of bug 191524.
The way i see it, there's a dependency, but not a duplication.
you're looking at the wrong stuff, that bug morphed.  Ignore the screenshots,
those are for the original prefpanel redesign in January 2003.
