When you hover over them, they gain a thin 3D border, and clicking them results in a pushbutton effect. In Firefox however when you click a menu item, the 3D border does flip from raised to inset, but the menu item's label doesn't move, destroying the illusion of a button. This does not happen e.g. on the personal toolbar or on the regular toolbars; Reproducible: Always Steps to Reproduce: 1. Click top-level menu item (file, edit, view, ...) Actual Results: The text on the menu item does not move 1 pixel to the lower-right when clicked. Expected Results: The text on the menu item should move 1 pixel to the lower-right when clicked. For firefox to look right on Win2K, this inconsistency should be fixed.

You could try some tricks from http://www.texturizer.net/firefox/tips.html#app_classicmenus and see if it helps
Those userChrome.css hacks do not fix the text not moving when pushed. I can confirm this in Firefox 0.10.1 20040913. Additionally, when a menu on a window is "in the background" or inactive, the text should be dimmed. You can see what I mean by using Windows 2000 (or the classic theme on XP) and opening a few explorer windows... switch between them and you'll notice the text on the menu turns grey when the window isn't the active window. Different "bug"? I know these are tiny tiny things, but they're highly annoying for people who design interfaces.
This bug/annoyance also applies to Windows XP (classic theme). Also applies to Thunderbird and Sunbird (as of 20041019) on both Windows 2000 and Windows XP (classic theme).
