Sites can open pop-up windows that have no location bar. (VERY common
practice!) There should be a preference (perhaps in Preferences -> Advanced ->
Scripts & Plugins) which forces all windows to have a location bar, that is,
prevent javascript from hiding location bar.

Phishing sites use a pop-up window with no location bar to hide the fact that
the URL is not foo.citibank.com, etc. The above phishing site is one example
(although it will hopefully be quickly shut down).
