Using group of tabs as home page, second tab won't load

(the bug is not dependant on these web sites. I am able to duplicate it every
time no matter which sites I use for my tabs)
I set up two tabs: http://www.yahoo.com and the second as http://slashdot.org.
In the preferences I choose Use Current Group as home page. If I click on Home
on the toolbar everything loads perfectly (yahoo in the first tab and slashdot
in the second tab).
I shut down mozilla and log off of my connection. I open up mozilla which opens
my SBC Yahoo dialer (dialup connection) and starts to dial. Mozilla waits until
the connection has been made and it loads my first tab perfectly (yahoo.com) and
will not load my second tab (slashdot.org). It just shows "Loading..." on the
tab. If I try to load http://slashdot.org on that tab or any other tabs from my
bookmarks or by typing in the URL, it says "resolving host slashdot.org..." and
never loads. If I change my home page again I am still unable to load
slashdot.org. If I change my home page again to only a single tab and then log
off and log back on I am able to load any page including slashdot.org again.

Steps to Reproduce:
1. set up two tabs with different URLs
2. Preferences>Use Current Group
3. Disconnect internet connection or restart computer
4. Open Mozilla
Actual Results:
Only the web page on the first tab loaded. The second tab remained blank and
showed "Loading" on the tab. Never received an error message either. Was
unable to load the web page that was specified as the second tab at all.
Expected Results:
Should have loaded the web page on the second tab.
The theme is the default. It seems to have worked fine in version 1.5 and now
it does not work in 1.7. I did not try 1.6.
